Residents Seek Electricity Billing Reform at Mahagun Mezzaria

On 24 June 2026, the Mahagun Mezzaria Flat Buyers Welfare Association met with PVVNL officials to appeal for delinking of electricity charges from Common Area Maintenance (CAM) fees as mandated by UPERC, and to halt alleged diversion of prepaid collections to unauthorised builder entities.

The project, located at Plot No. GH-01/A, Sector 78, Noida, is being developed by Nexgen Infracon Private Limited, a Mahagun Group company, and represents the interests of over 200 flat buyers.

Core Issues Raised

The residents' petition highlights evidence of forced bundling of non-electricity charges, disconnections despite advance payments, and overcharging on inflated sanctioned loads, urging PVVNL to intervene and provide relief from mismanagement.

The bundling of electricity costs with maintenance fees is a persistent issue across multi-storey residential complexes in Uttar Pradesh. Consumers have been exploited by addition of various charges in electricity tariffs, non-transparent billing, and clubbing of Common Area Maintenance and other miscellaneous charges.

Regulatory Framework

PVVNL (Paschimanchal Vidyut Vitran Nigam Limited) is a DISCOM under UPPCL that serves 14 districts in Western UP, including Gautam Budh Nagar, where Noida is located. The utility's fixed charge structure applies standard rates to all consumers in its service area.

Such consumer malpractices have been highlighted and reported to UPERC, which took cognizance of severe consumer-related problems and evaluated possibilities for reform in electrical infrastructure supply. A Suo Moto order released by UPERC on 17 August 2019 mandated multi-point connection for all new societies and conversion of existing single-point connections to multi-point.

Context: The Mezzaria Project

Located at Sector 78, Noida, the project spreads across 10 acres and houses 3 and 4 BHK luxury apartments, with architecture inspired by art deco design by architect Hafeez Contractor. The development is IGBC certified with GOLD standards.

What Residents Seek

The petition represents a broader attempt by residents to secure transparent utility billing practices within the framework of UPERC oversight.
